I had the pleasure of co-chairing the event on New and Emerging Trends in Terrorism, jointly hosted by the Pakistan Mission to the United Nations in New York (PakistanUN_NY) and the UN Office of Counter-Terrorism (UN_OCT). The discussion brought together diplomats, counter-terrorism experts, UN officials, policy practitioners, and academics to examine the evolving threats posed by developments in information and communication technologies. There was broad agreement that the changing terrorism landscape requires a balanced yet firm response: strengthening international cooperation and national capacities, harnessing technology responsibly for prevention, safeguarding humanitarian and human rights principles, and ensuring that digital governance keeps pace with rapidly evolving threats. I am grateful to UN_OCT and all distinguished panelists for a rich and substantive discussion. The event took place at a timely moment, as the UN General Assembly is negotiating the ninth review of the Global Counter-Terrorism Strategy (GCTS).
