In a joint Arria Formula meeting hosted by Pakistan and China, Pakistan put forward six concrete proposals to address the Security Council's credibility and effectiveness crisis. The core argument is that the Council must move beyond mere resolution adoption to ensure implementation. First, Pakistan called for an annual review of unimplemented or partially implemented resolutions, particularly those on longstanding disputes, foreign occupation, self-determination, civilian protection, and peaceful settlement. This accountability mechanism would force the Council to confront its failures regularly. Second, resolutions should include clear implementation pathways—timelines, reporting schedules, responsible actors, and periodic briefings. This shifts adoption from an endpoint to a beginning of shared responsibility, preventing resolutions from gathering dust. Third, stronger institutional follow-up is needed for Chapter VI resolutions (peaceful settlement) and decisions related to mediation and prevention, areas often sidelined in favor of coercive measures. Fourth, the Secretary-General's good offices, special political missions, peace operations, and regional arrangements must be aligned to support implementation, ensuring coherence across UN bodies. Fifth, the Council must respond decisively when prolonged non-implementation enables unilateral actions—such as altering disputed territories, violating agreements, obstructing humanitarian access, or undermining peace prospects. This is a direct warning against actions that create new realities on the ground. Finally, implementation must be non-selective: the Charter cannot be enforced in one crisis and ignored in another. My opinion: These proposals are long overdue. The Security Council's selective application of resolutions has eroded its moral authority, especially in conflicts involving powerful nations. The push for accountability, timelines, and institutional follow-up addresses the root cause: a system that prioritizes political convenience over consistency. However, the biggest hurdle remains the veto power of permanent members, which can block reforms. If these suggestions gain traction, they could restore some credibility—but only if backed by genuine political will, particularly from the P5. The focus on Chapter VI is also wise, as prevention and mediation are cheaper and more humane than military intervention.
