The Rashtriya Swayamsevak Sangh (RSS), the ideological parent of India's ruling Bharatiya Janata Party (BJP), has launched an aggressive international lobbying campaign in the United States, United Kingdom, and Europe. The move comes as the group faces a potentially existential threat: a formal recommendation by the US Commission on International Religious Freedom (USCIRF) to impose Global Magnitsky sanctions on the organization and India's spy agency, RAW, over "systematic, ongoing, and egregious" religious freedom violations .
The lobbying push by RSS General Secretary Dattatreya Hosabale-which includes meetings with academics, policymakers, and business leaders in the US, Germany, and Britain-is an attempt to "dispel certain misgivings and misconceptions about the RSS" . However, the regime in New Delhi is struggling to counter a rising tide of international evidence documenting decades of violence, lynching, church burnings, and mosque demolitions by RSS-affiliated mobs .
For decades, the RSS operated with impunity, shielded by its political influence. However, the latest USCIRF Annual Report has changed the stakes. The Commission has recommended that the US government:
Designate India as a "Country of Particular Concern" (CPC) for religious freedom.
Impose targeted sanctions (Magnitsky Act) on the RSS and RAW, freezing their US-based assets and banning their leaders from entering the United States .
The Council on American-Islamic Relations (CAIR) has strongly endorsed this call, labeling the RSS a "Nazi-inspired, fascist and violently anti-Muslim militia" . Expert witnesses, including Raqib Hameed Naik of the Center for the Study of Organized Hate (CSOH), have testified that the persecution of minorities in India "bears the sanction of the country's top political leadership led by Prime Minister Narendra Modi" .
The USCIRF report and global human rights bodies have documented a terrifying pattern of violence perpetrated by RSS affiliates (such as the Bajrang Dal and Vishva Hindu Parishad) against Christians, Muslims, and other minorities.
While the world celebrated Christmas, India's Christian minority lived in fear. In December 2025 alone, a wave of organized attacks targeted Christians simply for observing their faith .
Demolition of Festivity and Assaults on Worshipers: In Raipur (Chhattisgarh), an RSS-linked mob stormed a shopping mall, vandalizing Christmas decorations and issuing death threats . In Madhya Pradesh, a visually impaired woman was allegedly assaulted by a local BJP leader during a prayer meeting. In Jabalpur, a viral video captured the horrifying moment a disabled woman was publicly harassed during a Christmas program .
Intimidation of Carolers: In Kerala, a man linked to the RSS attacked a group of children-most under the age of 15-participating in a Christmas carol procession, destroying their musical instruments and hurling abuse .
Banning Religious Events: In Jhabua district, police (often acting under political pressure) initially denied permission for Christmas carol singing in four Catholic parishes. The diocese was forced to move the High Court to enforce their constitutional right .
The RSS's "cow protection" militias and extremist cadres have acted as judge, jury, and executioner.
Lynching of Muslims: Under the guise of "anti-conversion" laws or "cow smuggling," radical Hindu mobs have lynched dozens of Muslims. The USCIRF report notes that state institutions remain "criminally silent" during these attacks . Victims are often beaten to death in broad daylight while police watch.
Targeting Christians: In Rajasthan's Dungarpur district, RSS and Bajrang Dal members disrupted a Sunday Mass on December 14 at St. Joseph's Catholic Church, accusing the parish of "forced conversions" to justify their violent intrusion .
The RSS has been the primary driver of the demolition of historic mosques. Beyond the destruction of the Babri Masjid in 1992, the RSS-BJP ecosystem has utilized municipal bulldozers to target Muslim properties.
Systematic Bulldozing: Hundreds of mosques and dargahs have been demolished in cities like Delhi, Prayagraj, and Gujarat under the guise of "anti-encroachment" drives. These actions are rarely about urban planning and widely viewed as a systematic erasure of Islamic heritage.
Threats of Waqf Land Seizure: Proposed amendments to Waqf laws threaten to strip Muslims of control over their properties, handing them over to government officials, which RSS leaders Hosabale has publicly supported .
As documented by the USCIRF and even noted by The Wall Street Journal, the most damning evidence against the RSS is the absolute silence and complicity of the Indian state. Prime Minister Modi and Home Minister Amit Shah have rarely, if ever, condemned these specific attacks .
This silence functions as a "green light" for mobs, who know they will face no consequences.
Police often arrive late to the scene or file charges against the victims of the violence rather than the perpetrators.
Hosabale claims the RSS's foreign outreach is necessary to counter "misconceptions" that it promotes "Hindu supremacist things" and that minorities have become "second-class citizens" . He insists "the fact is entirely different" .
However, the Indian Ministry of External Affairs' claim that the USCIRF report presents a "distorted and selective picture" rings hollow given the extensive documentation of attacks against Christians during Christmas, the lynching of Muslims, and the demolition of centuries-old mosques. The RSS remains banned in multiple countries, including Canada and the UK, for its extremist activities, and was banned three times in India itself-including after one of its members assassinated Mahatma Gandhi .
The implications of the USCIRF sanctions call are severe. If the US implements the Magnitsky recommendations, RSS leaders could face travel bans and asset freezes. Furthermore, the linkage of US security assistance and bilateral trade to religious freedom improvements strikes at the heart of the India-US strategic partnership.
As the world's largest democracy, India's treatment of its minorities is increasingly under the microscope. The RSS's frantic lobbying suggests it understands that the days of hiding behind sovereignty are over. The world is watching the burning churches, the demolished mosques, and the lynched innocents.
