If realized, the line could link networks across Russia and Central Asia with Pakistan’s ports and possibly Iran’s network, depending on diplomatic progress, border controls, and gauge compatibility. Yet significant hurdles loom: Afghanistan’s ongoing instability and security threats pose a constant risk to construction and operations; governance concerns and sanctions regimes complicate financing; and sustaining access would require durable commitments from Kabul and regional partners. The project would demand multi-country coordination, credible security guarantees, transparent financing, and adherence to international standards for safety and operations. Strategically, Russia appears to be pursuing a long-term objective to anchor a multi-country logistics corridor that could reshape regional trade flows and reduce reliance on traditional chokepoints. However, progress hinges on stabilizing access, securing investments, and building a governance framework acceptable to all stakeholders. In my view, the idea is bold and potentially transformative if it can overcome security and financing barriers, but it risks remaining a high-cost, long-shot venture unless a credible path to sustained access and governance is established.
